All of my watches can not connect to cellular

I have spent a total of over 20 hrs on support trying to get our watches connected to cellular. This results when we upgrade or replace a watch. Any changes results in no cellular and ATT can't see to fix this issue. We cancelled two cellular lines from our watches be we waited so long and were sick
