Cannot use AT&T as a billing option on google.play

I can no longer use AT&T as a billing option on google play store.
I have used this option many times in the past so I know that it is possible.
When I go to payment options, the bill to AT&T option is not even listed any more.
Furthermore when I go to the portion that says add new payment method, enable carrier billing does not show up.
I have talked with AT&T rep and they have told me that I have not reached spending limit, so that is not the problemost.
Somehow I need to get AT&T re added as a payment option on google.play.
Please help

Have you recently added a purchase blocker to your account? You can check this through your myAT&T account online, under My Phones, Devices, and Plans. Please select your phone number here, then Purchase Blocker. This is where you can see if a purchase blocker has been added for your line, preventing the Bill to Mobile option.

 

If you do not have a purchase blocker on your account, and are still unable to use AT&T as a billing option, I invite you to send us a private message to @ATTMobilityCare. Please include your first and last name, a good contact number, and the best time of day to reach you.

I am having the same trouble I have spoke to att and they said they fixed it but I still get the same error message [OR-DVASA2-02]

Alguien que me puede ayudar con el límite de compra (unefon) asta cuando podre comprar de nuevo o cada cuanto se reinicia  el limite de compra o que hago con en mi caso?. alguien que me ayude porfa
