AT&T smart home manager
If I set up a smart home using an amazon echo plus 2nd gen, will I need any other hardware to enable voice calling?

The Alexa software on the Echo allows outbound VOIP voice calling and inbound calling via the Alexa App (i.e. you can't assign a telephone number to it). Your Echo just needs a network connection to so. So, as long as you place it in range of the U-verse Gateway (or whatever other Wi-Fi solution you need), you should be set.
