AT&T is blocking customers getting short codes
I just called AT&T at *save *7283 and I was advised by the person who picked up the phone, who was in an american call center that AT&T is blocking customers from getting short codes, and when I call back and talk to another person, they are back pedaling, and telling me that if I want the issue fixed I have to pay off all of my installments and go to another cell phone company.
I am not going to pay over $10k to fix an AT&T Problem, this sounds like a (Edited per community guidelines) (Edited per community guidelines) that needs to happen, or they let me out of my installments with no charge and I will quietly switch to another carrier, and never come back to this train wreck that is known as AT&T. I also want to keep my devices to be able to use with a different carrier.

ATT is not blocking customers from getting short code texts. Whoever told you that was clueless. If you aren’t getting short code texts, it’s likely an issue with your account.

It is not an issue with my account, it is happening with multiple devices, and I have had multiple replacements and different versions of phones, and still the same issue. I have done multiple occassions with advanced tech support and they tell me that since I can get messages from AT&T the problem is solved, it is happening with every device on my account, even when I have went as far enough as to have the phone numbers changed.
So there is a lot of credibility to this, even when I go to the store they can not tell me why I am having this issue., nor can customer care.

How can you say it’s not your account? If multiple devices on your account have the same issue, what’s the common thread? Everything you posted would support it is an account issue. Regardless of what the actual issue is, ATT is not blocking short code texts. I get them fine from multiple sources.

Being able to receive short codes is important, turbohealz. Let's look into that for you.
When it comes to receiving short codes on a phone, generally, a couple of steps can help:
However, since multiple devices on your account aren't receiving short codes, then it's likely something on your account, as @sandblaster suggested. Let’s meet in a Direct Message (DM) to check whether a restriction on your account is preventing you from receiving short codes.
Please check your Direct Message Inbox for a message being sent to you. Look for the chat icon next to the bell icon in the upper right corner of the Forums page. Once there, we can continue this interaction on phone or over chat.

All of those steps have been completed.
I have had the problem with Samsung A51's Samsung S20 FE 5G's, Samsung Galaxy 23 regular, +, and Ultras, and the iphone 6S all factory reset.
In speaking to AT&T support there is nothing that is restricting my account, and also speaking to AT&T Advanced Tech Support they said that there is nothing prohibiting my account from getting messages.
