Prepaid phone just for texting?

I am wanting to get a prepaid phone just for texting.  Can I have just a texting plan or do I have to have additional services or plans?  I want the 200 messages for $5 per month.  Will I need prepaid phone minutes even if I don't plan to tuse this phone for making calls?

Your $5 balance is good for 30 days.  You spend $4.99 for 200 text messages and ahve 30 days in which to use them.
