With toll free numbers, they are added to your 200 minutes. This encompasses all calls. To my knowledge, the only minutes that do not add to the 200 are calls from other U-verse VOIP customers. Here is a post that gives a brief description of the VOIP plans.

A wise person once told me this:

These things do not count against your U-verse Voice minutes:

• Outbound calls to AT&T.
• Outbound calls to other U-verse Voice customers.
• Inbound calls.

 These things do count against your U-verse Voice minutes:

• Everything else (includes toll-free calls not to an AT&T company number)

@ATTU-verseCare, since I was told this about 18 months ago, it is possible that inbound calls are now counted when they weren't then.  Could you double check this?  And no, the support article KM1045248 doesn't really address the issue.  It just stresses that Toll Free calls are counted.

I apologize about the previous information. I was able to confirm that inbound calls do not count against the block of time (200 minutes). However, I was informed that outbound calls to AT&T's toll free number does not count, but other AT&T services that are not VOIP do count against the minutes.

So calls to a att plain old landline do count against your minutes? They do on my bill!
