You'll need to access the manual for the make and model phone you have. Manuals can be found online if you don't have yours. From you're description you have a phone with built in call blocking.

My Sister can't call me on my land line...Announcement comes on and says "does not accept calls from an unidentified number, this call is blocked"...How do I unblock it?
