Rejected emails, senders to my att.net email address are getting "message couldn't be delivered"

People emailing me are getting a rejection notification.  Please give some tips on how to resolve this.

The message is....

alph747.prodigy.net rejected your message to the following email addresses:


Your message couldn't be delivered. Try to send it again later. If the problem continues, please contact your email admin.

Whoever is getting the message back "DNSBL:RBL 521< 104.47.55.100 >_is_blocked.For assistance forward this error to abuse_rbl@abuse-att.net" needs to do what it says in order to e-mail recipients who have @prodigy.net, @att.net, @bellsouth.net, @sbcglobal.net, etc. domain names.  This is not anything for you, the recipient, to do, the mailer needs to.  And no, you can't complain for them. If the mailer is Microsoft 365, then Microsoft 365 needs to fix it.

I am an IT System Admin.  I have confirmed this issue with AT&T Servers. AT&T is apparently aware of the issue since yesterday.

Here is the Trace - Connection Refused.  The error below from the message trace indicates that Office 365 was unable to deliver an email to the ATT.net domain because the connection was refused by the recipient mail server, likely due to some configuration issue or firewall settings on the AT&T side.  This issue also affects BellSouth (owned by AT&T).

AT&T has decided, for whatever reason, that one or more Microsoft 365 mail server is sending SPAM and is blocking it.  If Microsoft cares to tell AT&T that it needs to quit blocking its mail servers, and AT&T actually does so, then any e-mail that has already given up on delivery would have to manually resent.  Any mail sitting in retry queues may wander out over the next few hours.  They may also wander out through a mail server that isn't on the RBL even before any RBL issue is corrected.
