What is the line access fee when there is no contract at all
I have no 2 year contract and am buying my new phone direct from Samsung. So, no next contract either. Will my access fee increase, basically as a penalty because I'm not buying my phone from AT&T?

No, your line fee won't increase. It will stay the same.
