I paid full my apple watch and suspended the service which is the reason that they keep charging me if I have been a year of having paid it off and like two or more months of having suspended it.

Huh? If you paid off the watch, you can CANCEL service to stop paying on the line. Suspension just prevents cell service from working, it doesn’t stop billing.
