Getting billed for minutes used when calling Att support 800 number

Why are you charging me minutes from my plan when the minutes were used to during support callback to Att? I called the 866 number your service rep provided, was on hold for most of the nearly 200 minutes of "support" and now ATT is telling me I'm over my monthly minutes???

611 is a free call to support from your phone.

I called 611 to initiate support. After 45+ minutes with no answer I was informed that a specialist needed to be put on the case and would call me within 24-48 hours. Specialist called me back and left a voicemail with the 866 number.

So... that's why I'm asking the question.
