Fraud on Account

I received 34 text messages in a row to change my PIN on my account, which I did not initiate. Before I could call ATT my service was shut down. When I was able to call I was told my SIM card was permanently disabled and crooks were able to use this account, walk into an ATT store, and get 2 new phones - on my account payment plan. Did they not have to show an ID for this transaction? I always have to show ID and have account information. How does ATT allow for someone to try 34 times in a row to access an account? Most sites allow for 3 tries of access to an account before it is shut down and need to call for access.
