AT&T not paying customer (me) back with the "Trade-in an iPhone 6 for an iPhone 7 promotion"

My daughter and I use the "Trade-in an iPhone 6 for an iPhone 7 promotion" last September but after numerous calls and 5 months later, we still have not received any reimbursement for the NEXT 30 month plan payment from AT&T. Every time I call, the customer representative do a lot of checking and then promised that the back credits and current month credit will show up on the next bill, but no credit ever shows up thus far. I am beginning to think AT&T either don't know what they are doing or they are cheating their customers. Please asssit. I will call the customer representative one more time tomorrow.  If this time it's not resolved, I may have no choice but to consider taking legal action.

@bupatising A few questions before making suggestions (suggestions are generally based on the answers you give):

1. What model iPhone did you trade in? iPhone 6
2. Your purchased your iPhone 7 specifically on what date? (or order date)
3. You turned off Find My iPhone?
4. The turned in iPhone was definitely 100% paid off?
5. You purchased the new iPhone on Next? Next 30
6. Have you been late for any of your payments since you purchased?
7. You turned the old iPhone in at the AT&T store or in the mail?
8. What date did you turn in (or mail) the old iPhone?
9. Your receipt for turning it in said $0.00 for the trade in?
10. You removed the 4-digit passcode from the iPhone?
11. What condition was the turned in iPhone?
