FYI - Any WORKING cellphone, even one without a plan should allow you to call 911 in an emergency.

Because of the government you can call 911 from any cell phone, but because companies exist to make money, they arnt gonna give your their services for free

Thats correct, any phone with a charged battery can call 911.  Wireless cannot be added to a landline bill.

If you need to use the phone for more than 911 you should consider Consumer cellular or another low cost service.  If ATT wireless works well in your area, prepaid phone service can be as little as $8.33 a month on the pay per use plan.
