I an currently in the UK and have a windows phone which I have paid for I full how can use my data and make phone calls with this phone?

You can't, at least not with your ATT gophone SIM card. Gophone service does not support international roaming other than Canada and Mexico. If your phone is unlocked, you can purchase a U.K. SIM card.
