AT&T ADDRESS BOOK
TO WHOM IT MAY CONCERN,
After the current AT&T ADDRESS BOOK is retired will, or is there already, another ADDRESS BOOK APP be made and installed to our phones? If not, would you suggest an alternate ADDRESS BOOK APP? Just curious.

Good Morning @fmx520!
Great to hear back from you! Thank you for providing screen shots of when you tried to login to your Address Book account; I’m very sorry to see you were not able to. It does appear AT&T Address Book has been discontinued as of April 2017.
One way we may be able to get contacts to your new device would be if you still have the old device. If you do, please try logging into your old Address Book account on the old phone. If you are able to view it, you would be able to see your contacts information and be able to manually transfer them to your new device.
Please let us know if this works. Thank you for reaching out to us, and I wish you a wonderful rest of your week.

@fmx520
you might be able to open them manually and copy and paste. From now on if your still using samsung devices download samsung smart switch and back up before you get a new device.

Why? It's not like AT&T ran out of money...Many are not using Apple and would rather just deal directly with their provider for their telephone contacts...Poor decision on AT&T's part...

Because contact backup has been switched to AT&T Locker.
AT&T didn't end the ability to backup and sync contacts, they switched to a newer application for it.
