The website keeps saying "experiencing system issues. Please try again later." for hours.
I just want to update to another device and sim card after my phone was stolen. The website continuously gives the same error message. Tried from 2 different computers and different browsers.

If you haven't already try clearing both the cache and cookies from your computers before attempting to sign in. Also, feel free to visit an AT&T Store nearest you in order to help you obtain a new phone.
