Phone unlock website down

I've been trying for over a month to unlock an old iphone to give to my aging father. I keep getting the same message:

"We're sorry, but we're having technical difficulties with our network at the moment. Please try again later.
If this problem persists, try clearing the cache and cookies from your device.
Questions? Call us at 800.331.0500 , or dial 611 from your wireless phone."

Does this service even work? i thought the FCC required all American wireless providers to allow customers to unlock their devices. I've tried on three different devices with multiple browsers and clearing cookies/cache and nothing works! Please help!
