Go Phone says "Restricted Access Channel Changed"

I have a Go Phone says "Restricted Access Channel Changed", what does this even mean?
The device it is appearing on doesn't have any data or internet capabilities (we had AT&T turn off that ability on their end) so if it's an error that affects data it's not a big deal, it's just weird since the phone doesn't have data.
I would just like to know what it is in case it happens again.

Thank you for your recent posting on the Community Forums! I completely understand how important it is to ensure your phone is working properly. It would be an absolute joy to assist you with this today!

 

Are you currently able to make and receive calls on the device or send/receive text messages? If you recently blocked the data on the phone, this message would appear after first doing so. You can easily swipe down from your home screen to see the notification bar on the phone, and on the top right should give the option to “Clear” any alerts that are on your display.
