Please let us know if he is experiencing an error message of any kind when attempting to send photos. Specifically when he's attempting to add an "attachment" after composing a message, we'd like to know if a message is being displayed.
You can also use our Troubleshoot & Resolve tool. Sign in to personalize your experience. Select Messaging beneath Service/network issues to begin troubleshooting. You'll have the option to select not being able to send pictures. Follow the steps, and let us know if this helps!
