Yes, if you have a postpaid plan with international roaming enabled or you have the $60 prepaid plan.

@troutcreek Which plan are you on?
If you call AT&T and ask for retention they'll add it to many of the Mobile Share plans for free (they are NOT required to give this option, it is not an official part of the plan, so be super nice and polite when you ask).
If you are on Unlimited (Direct TV) you can add North America Roaming on-line, it is part of the plan.
