You are in the cell phone phone forum, you want the appropriate tv forum. Presuming your are talking about Directv, I'm pretty sure the answer is you don't unless you get some external device that allows you to stream like a slingbox. Direct streaming from the DVR is done via the Directv app, which does not exist for a laptop.
