Text messaging issue

I recently haven't been able to receive text messages but are able to send. I have turned messaging off and on. Force stopped messaging and even removed sim and battery. Did a full power down and reboot. Can anyone help. I'm on the $60 paygo plan and haven't had any issues till now.
