Why won't my $65 plan let me run my hotspot but I can tether on my $45 plan?

Why is it my $65 plan won't let me run my hotspot or usb cable or Bluetooth to connect my laptop or tablet to my phones internet! ? But can run tether all day on my $45 plan I had! The clerk suggested I get this 65 to have more data because I used all my other phones data in one day on Netflix.

Because the $65 plan does not support hotspot/tethering. The same thing is true for the postpaid Unlimited Choice plan. The only unlimited plan that allows hotspot is the postpaid Unlimited Plus plan. There is no other reason other than its ATT’s plan and their rules.
