The technologies AT&T is calling 4G are LTE and (starting recently, presumably in response to other carriers' labeling) HSPA+. To support 4G, a device must support HSPA+ (not just HSPA) or LTE. To see the increased speeds of a 4G capable device, you'll also need to be in an area with a network that supports one of the 4G technologies (you'll probably see HSPA+ first).
