Relocating to the Netherlands...Can I simply change SIM cards and who can unlock my phone?

As posted above, I will be relocating to the Netherlands in the near future. My contract has ended with AT&T and I am trying to figure out how to reactivate my iPhone 3GS in the Netherlands. I know how to swap the SIM card but I would like to know who can unlock my iPhone...AT&T, Apple?

As s simple search of these forums will show, there are many, many topics on this. They all say the same thing: Neither Apple nor ATT will unlock a locked US iPhone. It doesn't matter if it's out of contract or not, or whether it's right or wrong, that's the way it currenty is, unfortunately. You'll have to search out third party unlocking solutions.

As has been asked and answered here a few hundred times, AT&T does not unlock iPhones for anyone for any reason.

Apple will not unlock iPhones without a carrier request.

 

There are unofficial ways to unlock the device, google is your friend.
