Porting a number out of AT&T plan
Hi, I want to port out 2 numbers on my AT&T plan. As an account holder what do I need to do, is there anything we can do online? I heard 2 persons at AT&T advised differently: one said we need to go online and filled out TOBR, one said we just gave the account number, passcode....to the other carrier so they can accept and process. I don't feel comfortable to give the other carrier the passcode, password....Please advise. Thank you.

Hi there, Community! There are a couple of steps you will need to complete in order to transfer your wireless number to another provider. We have outlined the steps below, or you can find all the information you'll need via our Transfer your wireless number to another provider support page.
Here’s how to get started:
First, you will want to request a Number Transfer PIN to begin the process. This PIN replaces the account pass-code you had to use prior when transferring your service.
From your AT&T mobile device
Call *PORT. Follow the prompts to get your Number Transfer PIN sent to you via text. You'll need your current wireless pass-code to complete your request.
OR
With the myATT app
Online with myAT&T
Heads up: AT&T employees can’t generate a Number Transfer PIN on behalf of the customer.
Find these details and more on our Transfer your wireless number to another provider support page. Make sure to check out the FREQUENTLY ASKED QUESTIONS where you will find answers to your common questions about the Number Transfer PIN, including:
How do I cancel a Number Transfer PIN request?
Thank you for visiting AT&T Community Forums!

Port out means move your number to a different carrier. Porting your number to a different carrier is done by that carrier. They will need your ATT account number and passcode. Sorry you don’t feel comfortable giving them that info but it is the only way to port your number. You can always change your passcode after the port is complete. A TOBR or transfer of billing responsibility is for moving a number from one ATT account to another ATT account.

I have filed a complaint with the FCC because AT&T refused to port out my phone numbers. I tried to move my first number, was given the wrong account number, and finally gave up. Now I am trying to move my mother's number and was given a ridiculous reason why they would not move my number. Therefore I will be working with the FCC to try to get AT&T to move my numbers to my new carrier. I have been a customer since 2005 and will never use AT&T again, ever.

Saying you're having the same problem is an insufficient comment.
The person who posted just previous to you was using the wrong information that's why he can't port his phone numbers out.
If you read the correct answer above, it provides the information on how to gather your account number and Port pin (dial *port#) for postpaid users.
Prepaid users or business accounts do not get a port pin they use the security PIN code that is set up on their account. If you are a prepaid user and don't remember your security pin code you can reset it via text messages.
As recommended by the solution post, only active numbers can be transferred to a different service provider. The port process is completed entirely by the new service provider.
If you are having trouble getting the information required please state which information you are having trouble with rather than a single sentence

Again, I should have no obstacles whatsoever. My $800+ phone has been paid for, I have spent thousands with AT&T only to deal with one obstacle after another. Poor customer service, almost incompetent at times. Still unable to port number over to Verizon. They hold your phone hostage unnecessarily.

You have not stated what the problem is. So I'm going to have guess.
Have you unlocked your paid off phone?
Are you having a problem submitting your unlock request?
Did you request a port pin?
Again state the problem. The port process is entirely on Verizon. But you have to provide them with correct information.
