No, as I said only the person or company who reported it lost or stolen can remove it from the blacklist. If others could remove blacklisted phones, there would be no point to having the blacklist in the first place.

You can’t. If the phone has been reported lost or stolen, it’s been blacklisted and won’t be unlocked by AT&T. Only the person or insurance company who blacklisted the phone can remove it.

@Nicelouciano You can’t unlock it and even if you could a blacklisted phone won’t work on any carrier.
