The iPhone doesn't have the feature to block calls.
AT&T offers the Smart Limits for Wireless that will do it but its $4.99 month.

There is no way to block numbers on an iPhone, it's not a feature of the device.
AT&T offers a service to block numbers for a small monthly fee.
You could use a service like YouMail (free app in the app store) and set up a list of numbers to block as you find those you want to no longer receive calls from.'
There are other services as well.

One cheap way is to create an entry for that number in your contacts list and then set the ring tone to "silent". They will still go to voice mail, but it may be easier for you that way, just delete the unwanted messages.

how do you set the contact to Silent, I do not see an option for that when I go to Edit Contact and Ringtones.

Record your own silent audio file and convert it to a ringtone in iTunes.
Or purchase a silent one via iTunes or other online venues.

Here you go:
http://www.psyopindustries.com/ringtones/silent.zip
After you unzip the file just drag the Silence Ringtone.m4r file into your iTunes Ringtone Folder.

iPhone 4S Number Blocking:
1) Save the number to your "Contacts". (Make the "Company Name" something like "Collections" or "Scammers" or something like that.
2) On iPhone, select "Settings" then "Phone" then scroll down and select "Blocked".
3) Select "Add New" and your "Contact List" will open.
4) Select the contact you just created that you wish to block.
5) iPhone then adds it to your "Blocked" list and tells you that "You will not receive phone calls, messages, or Face Time from people on the block list."
6) In the senario where someone calls you from different numbers, such as a debt collector, add the new number to the existing contact that you created which you are blocking.
Am I the only one that knows this stuff???
