I have the LG phoenix and my Wifi calling will not work for some reason...

It means that while the phone is sold as a prepaid device, and is capable of Wifi calling, it cannot use Wifi calling unless used on a postpaid Account/plan.
Prepaid plans do not have HD voice or advanced calling features, which are the prerequisite for Wifi calling
