Contact the seller. User locks can only be removed by the user who added them.

I tried contacting the seller, but they are not responding back. I think I got scammed, so would the police do anything with this case?

It’s very likely they knew they were selling a device you couldn't use.
You can try the police, but the value of a used S7 isn’t much. If they are running a stolen goods ring, then the police might really be interested. Sorry, good luck.
