Why can't I get landline fixed?

I have been fighting for 5 months to get my landline repaired.  They know the problem is on ATT lines, they know it happens intermittantly.  But they insist on charging me the full amount every month, and will not talk about a refund until while the problem is ongoing.  I have been told twice the issue was "escalated", I even have the local area reps number.  But he will not return my calls.

 I will not disconnect the phone just because ATT does not have the ability to fix the line!

any suggestions of where I go from here?
