Landline busy signal
Phone can receive no calls or make calls. Gives a “phone in use” signal but phone is not in use.

Hi There @PhoneD1
Thank you very much for posting. We understand that you are not able to make or receive calls, because it keeps saying,"phone in use". We can help with that.
First things first. Which phone service do you have? U-verse Digital Voice or POTS(Regular Landline) or Wireless Home phone.
Normally "phone in use" means that there could be a handset that is left off the hook.
Go around the house and make sure that there are no cordless handsets that are left off the bases. If not, then please try this:
1. Unplug the main cordless base from the power and from the phone jack. Let that sit for about a few minutes unplugged.
2. Then re-plug the phone base back into the phone jack and the power and let the phone reboot.
3. This should reset the all cordless phones in the home.
4. If that doesn't reset the phones, then remove the back covering of the phone and remove the batteries and reset them(you will need to do that one cordless handset at a time)
If all else fails, please test the phone jack, by plugging in a non-cordless phone and then pick it up to see if you have a dial-tone. If you do, please make a outbound call and then a inbound call. If you do not, then please refer to the questions above and we can help get a repair started.

I'm assuming this is a traditional landline, so take a known working corded phone and plug it in at the NID, if it's bad there report to the phone company.

None of the above method worked. Phones still have a rapid busy tone.
I did place a call from my cell phone (Edited to remove personal information) and it rang thru to the AT&T

Why can I not get to speak to a technician that can help me thru a phone call and not a chat line. I’m being asked for my credit card info to troubleshoot my situation for a fee. Does AT & T not provide a free installation assistance??
