Mobile hotspot is not available on $45 prepaid
My plan clearly states “If you have a capable smartphone, you can use it as a Wi-Fi hotspot to share your data with other devices.”. I have an iPhone 6+. Yet, when I want to set up a personal hotspot asks me to either call AT&T or go to the website to set it up (the link takes me just to an explanation of how to about it).

Hi, @SVORR1,
We'd love to see what can be done to help you use your iPhone 6+ as a hotspot. Take a look at our tutorial on setting up the iPhone 6+ as a hotspot. You may also want to check and make sure your plan does permit use of a device as a hotspot. If your device came to us from another carrier, it may not be able to be used as a hotspot. If everything checks but you still can't use your iPhone as a hotspot, then for assistance with prepaid, dial either 611 or call 800.901.9878.

Thank you for responding. Yesterday I called 611 and got the issue resolved. The rep who helped me said he had to do some resetting on his system. Then made me turn off my phone for two minutes, and back on. That did it.
