Can you set up the u-verse high speed Internet with out an computer or laptop?

Do you mean set it up so that you can use it as a wifi hotspot for phones, tablets, smart televisions, etc.? Yes. I log into my router on my phone, Kindle and iPad without the need for the laptop or desktop.
ETA: I misunderstood. I have no idea if you can initially set up a new service without a computer or laptop. Mine was a professional install.

Assumptions: 1) You want internet service for a game console or some such and 2) You are doing the self-install.
You should be OK as the U-verse device should be 'plug-n-play'. Once installed if you are connecting with an Ethernet cable just plug it into the proper jack on the back of the modem, if connecting wirelessly the wireless network name (the SSID) and password are on a sticker on the side of the modem. The down side though is that if there is a problem (bad modem, bad phone line, etc.) there is no way to troubleshoot and you’ll probably have to get an AT&T tech out to your house.
