Availability of ATT uverse or DSL unlimited plans

I was a client of att internet for ten years but when i moved to my new home uverse is not available. I was able to receive DSL but the 150 gig limit prevents me from ordering this service. This is frustrating as ATT is the only stable internet service available where i live.

What i want to know is what would it take for ATT to implement a unlimited plan for dsl in the areas that Uverse is not available and why has one not been made yet.

I know of at least 6 homes and possibly many more in my area that are interested in internet but the data cap and the unavailability of an unlimited plan prevent them and me from signing up.
