ATT internet - My home used to have it but now they say it's not available?

I'm on week three of the run around with ATT.  I just purchased a house in a partially rural area BUT the previous own had ATT Uverse Internet.  We even spoke with an ATT line man who was on my road and was familiar with my house and had previously set up the service at that address.  There are literally 3 of these poles on my property so why is it that everytime we talk to someone we get, It's Not available at your address?  I know that it's not fiber, probably cable as that is what the pole says but it doesn't make sense that we can't get it when it's been there in the past?  Every time we escalate, they say they'll put in a ticket and within 48 hours they call back to say service is not available at this address - when it was there 5 months ago.  No one can tell us why that is the case.  I really need help as I work from home and can't use Satellite Internet with my works VPN and the cell service in my area is not great so mobile hotspot isn't really a viable option.  I need someone who will actually look into what has changed vs. reading off a script.  I tried to insert a picture of the pole but it won't let me.  It says:  AT&T Underground Cable, Please call before you dig and there's numbers on the top of it.  There are 3 of these on my property alone.  Can someone please help?
