If you set up a payment transfer using your bank's bill pay service, you set the date. I do this with my bank.
If you set up Auto Pay with AT&T and gave your bank info there, AT&T will transfer funds for you. Log into your account online and see when your payment is due. That will be the date funds are transferred.
