Filing a notice of dispute or an arbitration form

Survivor73- I've asked for help didn't get it I feel like a victim all over again you'll didn't give me my rewards last year and you'll let my account get hacked by my ex husband and the services were terrible and I made a lot of out Cry's and never got answers and no excuses you'll have had my personal information and phone number and still won't help me I have to pay 100 dollars to start services and I'm starting over and at&t are the only service I can get in this small town so basically I'm screwed all over again so witch should I file a notice of dispute or an arbitration initiation form I well never let no one mentally abuse me again witch one well be faster and also I'm on disability so you'll took advantage of my situation
