It is not possible for an iPad to have a Wi-Fi data plan. Wi-Fi is a function of a home internet service. What you had was cellular mobile data service for your iPad.
If you are paying the $34.99 unlimited iPad data connect plan the way to cancel is to stop the payments. Log into your data connect plan and turn off auto payments. If you are unable to login or have forgotten your login information, you will have to call AT&T
