That may differ depending on the discount. The national account discount I get is only against the main data plan, not against any line fees. Most discounts are that way, I believe but there may be some that include line fees.

That may depend on the plan. The current unlimited plan doesn’t offer a discount. Tiered plans discount the plan amount, which on mobile share plans is the shared data plans.
