Why must EVERYTHING be so difficult with AT&T

I have MANY LINES on my wireless account, to many in fact I had to open a second wireless account. LOOK ALL I WANT TO DO IS MOVE THREE OR FOUR LINES OVER TO MY SECOND WIRELESS ACCOUNT! Is this possible? Why is it telling me NO? CAN SOMEONE PLZ HELP ME. FAST! THANKS
