Replacement Phones sent with no back? Is that normal?

The replacement phone did not come with a back?

Is that normal? I kept my back to the old phone for the backless replacement?

I don't want to be charged for a phone because I returned it backless.

In the past I have been sent just the phone. No back cover and no battery. Nothing to worry about.

That's normal for warranty replacements. The Terms and Conditions outline that you should keep all removable parts from your defective device because you'll use them with your replacement.

Yes, this is to prevent you from trying to sell the old phone that was replaced.
