I paid my phone off and they are denying unlocking it is this legal I don’t think so because it’s paid for
I paid my device off today I cut the bill of completely $930 and you guys want unlock my phone really I want to know why

Did you not bother to read the unlock requirements? The website says to wait at least 24 hours after paying off to submit your unlock request. If you paid it off today, you put your request in too soon.
