I recently paid off a cell phone. And they will not unlock it so do not shop with these guys. They still have 3 year contracts. Other cell companies have 2 years

Installments are not contracts. AT&T service is no contract just like T-Mobile and just like Verizon. Verizon also does three year installments.
As it says in the information on unlock eligibility. It may take 48 hours after you pay off your phone early for the phone to appear as unlock eligible in the unlock portal.

In addition, if you are no longer a customer, it takes two billing cycles for your account to show closed with a zero balance, so you wouldn’t be able to unlock until then.
