I'm looking for a kids watch that has tracking and limited calling/texting for my child. Does AT&T support these devices or offer them. Is there a paid plan for them?

If you truly want a child's watch, Verizon is the only service provider that offers one. The Gizmo watch. I believe it's a Gizmo 2. It is no longer made by LG, there have been a lot of complaints about the newer watch.
The alternate is an Apple watch which can be set up with an iPhone as a standalone device using Apple's family setup and family share.
The other devices in the link shared may not work on AT&T, or Verizon.
