The only way I can think of to "control" uverse is to talk to your dvr or receiver. The only way to do that is through a IR remote (infrared emitter, I'm ignoring the RF ATT remote). Therefore if you can get your Dot to communicate with an IR emitter (blaster) that can be trained to emit the proper DVR/receiver IR signals, then perhaps you could control the dvr/receiver that way.
Note, this is how a Slingbox can control the DVR or receiver remotely using an internet connection. Some of its models come with a IR blaster.

I use a Harmony Hub that interfaces with Alexa. I can tell Alexa to turn the TV on/off, volume up/down, mute, change the channel, pause and resume.

Yup. Since I wrote my original reply I discovered the Alexa/Harmony Hub combo.

Unlike Dish which has native Alexa skill or Hulu, uverse is a bit behind the times and can only be controlled by a remote like Harmony hub.

this is exactly what I need for my father who is blind. Will he be able to just speak to Alexa and have her change channels Etc? What exactly is the Hub And if you ordered it and it works for you can you give me the name and model number and all of that so I'll be sure and get the right one? How was the installation done? Do I just need to download a smart TV app? we have a smart TV with Netflix and Prime etcetera but he has no interest in all of that all he wants is to be able to access the channels from ATT U-verse. Everyone I've talked to says the Alexa can't change channels or work with ATT U-verse cable box. This is my question do you have the cable box also? Any help you can give them would really really help. Thank you so much, Vicki

I have basically the same question. If the U-verse wireless receiver is emitting a wireless signal, why can't Alexa receive that signal, and therefore control U-Verse features, not only the cable, but computer content, and phone?

Alexa is owned by Amazon and they have to get permission from Amazon which means they may have to pay Amazon. Once that happens Amazon will add a skill for Uverse on their system. I will tell you AT&T is not going to pay for anything for the customers. They keep taking away features not adding features.
