Why does AT&T voice mail pick up instead of visual voice mail

Since all your calls are going to voicemail then you will want to manage Call Forwarding for your line. This is the first step to take if new messages aren't finding their way into your Visual Voicemail list.

It's possible that Call Forwarding is set up and incoming calls are being redirected rather than going to Visual Voicemail. If this is the case, you will want to disable Call Forwarding so that your phone can collect your messages.

Try this and let us know how it goes. Make sure to include your signal strength, whether poor or strong, and any error messages that you receive as a result.
