Can't Send/Receive Photos While on Wi-Fi

My husband and I switched to AT&T last year and we both have Samsung Galaxy S10 phones. Before that, we were with Verizon and had Galaxy S8 phones.

Since we switched to AT&T, however, we have been unable to send or receive photos or images while on Wi-Fi. We both have to turn off the Wi-Fi to get anything to send and/or come through. 

I have seen NUMEROUS posts about people having this very same issue for YEARS and I've not seen any resolutions. I am beyond frustrated and I'm willing to switch back to Verizon if this can't be rectified. It blows my mind that this has been a known issue for so long, yet no one has been able to give a straight answer as to why this is continuing to happen.

Is this affecting calls, texts, data usage or just the specific picture text issue? Does this happen on all Wifi connections or just one? Have you tried any troubleshooting?
