Can't buy AT&T phone from Samsung.com - for YEARS!
Samsung.com often has better offers than AT&T direct. However, for YEARS, since Galaxy S9, I have been completely unable to buy an AT&T branded from directly from Samsung.com and it always says my account is ineligible, or has some other useless error. For example, right now, I can trade in a Note 10 on samsung.com and receive an $800 credit from AT&T. However, on ATT.com, they're offering me $35. Further, Samsung.com has other sweeteners like discounts on ear buds.
I have talked to AT&T and I have talked to Samsung, NOBODY thinks it is "their" fault. NOBODY can tell me WHY the process fails every time.
At one point on Samsung.com you were allowed to buy an AT&T phone without connecting your account. That is no longer allowed, I assume because of the related promotions.
Has anyone had this issue and found a fix?

Buy the unlocked version of the phone. Solved.

Wrong answer. The unlocked version doesn't have the same offers as the AT&T version bought through Samsung. Further, at least historically, unlocked phones did not communicate as cleanly with AT&T branded phones. I think RCS has this cleared up now, but I don't know.

Oh thanks @ATTHelp! I actually did log on to your chat. Nobody ever responded to my inquiry. I just kept waiting and waiting and nobody ever joined me. Then I called in this morning before posting here. After a few prompts and confirming my account, I listened to hold music for 59 minutes and 13 seconds before I had to move on with my day. I guess I'll just have to take my chances with this community forum huh?

I am on a very standard plan that can be selected on ATT website. I have phones on Unlimited Starter and Unlimited Premium. I have tried to upgrade multiple different eligible lines and it doesn't work. I have also tried to open a new line, still fails. EVERY TIME after attempting EVERY TIME a new Galaxy S phone comes out.
